Not necessarily.
The rescue places are more qualified than most owners at sorting out any minor work problems, putting together a decent advert, and then screening the owners for those who will give the horse an appropriate and long term home, and being able to monitor the result.
Many rescue places will charge to take an animal, and then to rehome an animal. They are charities and can raise funds as they wish. If the surrendering owners are putting in bucks to give them away and the animals are half decent then the turnaround is pretty speedy and profitable for the charity which can then use the money on the more needy versions. Turnover is good, profitable turnover is very good. Charities are like businesses.

Hopefully these people will not find it so easy to find their perfect horse and give up.
