The US has a control-and-eradicate program for EIA. That is because
an antibody test has been available for EIA since ... the 1970's. At
this time, two test methods are in wide use and accepted by most US
states for purposes of detecting EIA antibody: ELISA and AGID. The
Coggins test is an AGID test.
EIA is a retrovirus, like HIV, so once EIA has infected a horse's
cells, the horse is expected to remain infected for life. However,
the antibody tests are tests for exposure, not infection. There
are tests for infection, but they are considerably more expensive.
EIA is infectious, but it is not "highly" infectious. It is one of
the least infectious viruses known in horses.

The "Coggins" test here in Ontario is labelled Equine Infectious
Anemia serum test report and certificate and the test type in stamped
negative by ELISA.
I was moaning that my certificate had expired as it was done on March
14/08 but was pleasantly surprised to learn that a valid certificate
within the last 12 months will do for most situations here, while I
gather the standard period of validity in the USA is 6 months. Too
bad I didn't know that in time to register for the next CTR without
paying a late fee, as I was not about to spring for another coggins
for one last ride.
