You can cut them back any time BUT if you cut them back now you will be cutting back much of next years buds which are already set.
Ok. Maybe I will just take the really silly tall bits now. Don't want to cheat the hummingbirds and butterflies.
If you can wait until next year, let them flower, then cut the tallest branches back down from deep in the bush. <snip>
