No. Moving the hand at the other end of the rein will change the shape of
the loop and therefor the magnitude and direction of the force exerted on
the bit by the rein.

How does that equate to "refined?"

The point would appear to be to _look_ refined. Measures such as weighted
reins, long shanks, and spades serve this goal by translating small
movements of the hand into a large sensations at the horse's mouth. To
actually make this work, of course, requires very good hands.
