Where does he say that the horse did not have rabies?

According to the VA department of publich health, the sole reported
case of equine rabies to date in VA was in Campbell County.
Was that a different horse?

If indeed the colt was attacked by a rabid dog, I stand corrected as
to the proximate cause of death.
However, if the colt tested positive for rabies, the bite was prior to
having his throat torn out, and could just as easily have been from
wildlife as from the dog.
