began downloading the video. Froze halfway.
Now when I connect the thing to the PC it doesn't recognize
the digcam from any port on the 1394 card (there are 3).
Waaah!
I went into the system hardware settings and it said that
the 1394 card was functioning properly. I am baffled...

Does the digicam otherwise work normally? Can you still view the video on the digicam?
You don't say whether your camera is still working. Almost any digital camera will occasionally have a brain freeze. This is usually fixed by removing the batteries for a few seconds, then replacing them.
When you're pulling anything off the camera to the PC, it's best to have the camera plugged into the wall. If the batteries run low at the wrong time, weird things can happen, and that was my first thought when I read about your problem - low battery.
Assuming the above is OK, the reboot had no effect on the problem and you've tried reseating the cable at the digicam end too (oh, and that when you rebooted the digicam was NOT plugged in to the computer):
Go go Canon's website and see if there's a FAQ or other information on this problem. Also, you can do Google searches (check 'web' and 'groups') to see if anyone else has had this problem, and fixed it.
Do you have any other firewire devices you can try to see if they work?
First, try uninstalling and reinstalling the digicam software and/or drivers. I had to do this recently with my Canon Rebel XTi's software. Or, if there's newer software/drivers on Canon's website, update them.
If that doesn't work, then try deleting and reinstalling the firewire card in Device Manager.
If that doesn't work, if you're not afraid to open the system and poke around, try reseating the Firewire card.
Check Canon's site to see if there's updated firmware for your camera. If there is, follow the instructions *very, very carefully* to update your camera's firmware.
It is also possible you have a bad firewire cable.
FYI, I rarely actually hook up my camera(s) to the PC. I have a multi-card reader, and remove the flash card from whatever camera (currently, I have three) and into the flash card reader. It's faster, and easier than hooking up the camera.
Hopefully one of these ideas will get your video safely downloaded.
