I'm glad the dog's OK.
I've read the other responses--what a range of opinions! So, I'll add
my two cents.
I have my theories on the nature of your boarder, but that's neither
here nor there.
Here's what I recommend: Request--not ask--that she pay those vet
bills. It's the honorable thing to do.
Reiterate--and accept no excuses--that she drive slowly when on your
property or anywhere else there may be children and animals roaming.
I wouldn't necessarily evict her if she expresses genuine regret for
her actions, recompenses those veterinary expenses, and obeys the
house rules. It's giving her a second chance, an opportunity to live
up to her responsibilities. But then, if she breaks the house rules
just one more time, then evict her and her horse.
But this is all speculation on our part, since none of us knows the
girl and you do.
