Laws, Rules, Ordinances are not worth the paper they are written on (or the magnetic device they are stored on) if No One Enforces them. From what I've gathered from the Mountain Horse people THEY are enforcing their own laws. Might it slip through in some area? Sure, if the local folks aren't enforcing it. The TWH problem is too many of the TWH people think those Big Lick horses are Da Bomb so the breeders / owners / showers aren't enforcing and, once again, Uncle Sam's minions have written laws with no meat because there isn't enough people to enforce. Besides last year's show, when was the last time you heard about TWHs being pulled from shows because the Gummint Agents came inspecting??

I've been to a few TWH shows here locally. The local folks are VERY serious about no soring. It's good to see. I've also not seen any horses that have the stacked shoes.
