Is or is not a legal defense in Federal or any State court?

False muster is a crime under the Articles of War of the Continental
Congress. The nearest thing I can think of now to subornation of false
muster would be inducing someone to fraudulently call reservests to active
duty. It's not clear to me how it would be a defense.
