Not entirely. I'm sure that for an amount of money substantially less than
the purchase price of their properties her neighbors would be willing to
agree to covenants banning the discharge of firearms on their land (maybe
not this set of neighbors, but she can move). Just gather together a group
of like-minded phobics and set up your own "gun-free community".
