IMHO, that's not an adequate backstop for anything bigger than a .22, in the environment that you are describing.
I used to shoot in town, when it was legal. The backstop was several bales of straw stacked up in front of a brick wall (my family's garage).
If the report sounds loud to you, 1,300 feet away, they're almost certainly shooting a magnum handgun or a rifle. In case the earlier answers weren't clear, they could hit your place. They would have to aim high, though. If someone is standing up, shooting into bale of straw, they're aiming down.
I wouldn't feel threatened in your situation, any more than I am routinely threatened by drunk and stupid drivers.
