an area where animals live at pasture. Period.

Actually, you're *WAY* off base on that statement. In too many ways to
count.

It does not matter what his
brain, or lack of brain's present state is, the shooting is not appropriate.

What matters is this, and ONLY this: Is he shooting at/toward the
critters at pasture?" If the answer is "no", then he's perfectly fine
unless some other restricting factor is "in play". His smarts, or lack
of them, don't count.

Cindi, call the cops. Find out what the law is in your area. Sic him.
