I am reaching with this one.
But IF
you were feeding alfalfa
and
the feed came from the mid west plains
and
the grass harvest had plenty of grass-hoppers
then
....it could be that the horse ate some blister beetles.

Stripey beetles can be lethal in 60+ quantity, others take 2 or 300 to
kill a horse.

Stiff tongue is not usually reported, I don't think
