Right. Just as all horses are for sale, all prices are negotiable. The seller might turn down offers for a while, but eventually he'll realize that the horse is literally eating the profit.
"Private treaty" is used for very pricy horses such that, in general, if you have to ask, you can't afford it. That's not to say these prices aren't also sometimes negotiable.
They're negotiable by definition.
If I were playing that game, I would ask the buyer to make the first offer, then haggle it up as much as possible, or say it was insulting if it were far too low. I've been on the receiving end of this treatment (with cars).
I don't know but I've been told that private treaty is sometimes used to conceal a price that is too low (in the seller's estimation). He doesn't want the value of his future sales compromised.
