You don't need a cellphone to use these. Most I'm aware
of are in a price range very similar to what you mention. (Earthlink
Wi-Fi, for example, is around $20/month, though cities are limited--
but it includes unlimited dialup. AT&T is $20 for basic Wi-Fi and
$40 for premier. I'm sure there are several other providers.) The
key question with these, though, is whether you would commonly be
in their coverage areas.

I cannot tell you how many ISPs DBF has tried, and he's had complaints about every one of them. The local ones that he couldn't access from his parents' house without sticking them with a huge long distance bill. The national ones with their own issues. The high-speed ones where he has frequent outages. Since he's not running a business, he can change his e-ddress every month; I have to re-do all my advertising if I change mine, so I need to be 100% certain that I'm sticking with whatever company I switch to.

For that, you'd be well advised to get a portable
email address that you can keep independently of your chosen
ISP and bite the bullet and make the change. It only gets
harder to change your email address with time, and it's not
fun to be stuck with an ISP you'd otherwise change just because
you don't want to change your email address (and one never
knows when circumstances will make one wish to change one's
ISP--been there, done that).
