My understanding from class is that, yes, water vapor does hold in a lot
of heat, but it is also the one that we really can't do a darn thing
about....so if we want to slow global warming then we'd better concentrate
on the other gases that we can avoid putting so much of into the air, or the
ones we can counteract. CO2 sinks are one way to counteract the CO2 we put
into the air and many corporations actually try to do this. Reforestation
is a method of absorbing CO2 as are wetlands and artificial methods such as
pumping it deep underground such as some company does....I'd have to look it
up to remember who.
Also, if you look at those charts, or at least the footnotes underneath,
there is the explanation that CFCs are the most harmful greenhouse gas and
hold in the most heat (or let more in b/c they destroy ozone through a
chemical reaction). We have banned the use of CFCs in the US because of
that I'm not sure what other countries' policies are.
Methane is another one we can decrease our use of in theory, too.
And I think I'll agree with K on this one: the reasons for not joining Kyoto
are economic, not environmental no matter what the US gov't says. In order
to decrease CO2, we'd have to force a whole lot of companies to change their
ways, or force them to counteract the CO2, etc they produce. As you know,
anytime we try to make companies do something that ould force them to spend
some money, there's usually some uproar in the form of lobbyists, or
threatening to withdraw future campaign funds, etc.(The auto industry wasn't
too happy about seatbelts to begin with b/c of the extra money it would
cost, for example) And, historically, Republican presidents are less likely
to sign on to environmental treaties, or any treaties that may seem
anti-business.
