don't fix, replace. most newer ones have mixed plastic and brass parts and a build up of calcium deposits causes them to be imobile, then when you try and turn them the plastic shears and they are worthless anyway. Just change them. If you want to prevent this in the future, turn them off and back on yearly. And to change, just turn off water main to your dewlling wherever it enters - there is (at least on every building I looked at) at least two master shutoffs - one upon entry to the building and one at the curbside meter
