Now, the paint around the handles, and such, looks like it was used a
lot. Look at, e.g.

So, is the seller correct? Your opinion?
Looks like normal wear and tear on a lathe that has had plenty of use .
I wouldn't say "hardly used" .
Depending on the condition of the bed and ways ,it maybe a reasonable price for a lathe in good used condition.
I certainly wouldn't consider buying unless I could check it out and do some test machining with it first.
