My, sounds horridly complex, maybe an expert needs to explain things to the dopes that might get suckered on this...
Since someone (probably not a government "expert") has alerted me to the possibility this is most likely a scam (NewsGroups, I had my credit card out and I was sending an email!), I took a break.
What does the "moderator" get? How can the buyers know what they could have got without the moderator?

concept of NEGOTI-AUCTIONS. It is a three step process:
1. Buyers of same/similar items form a CLUB.
2. Invite sellers to bid on the club items - A REVERSE AUCTION.
3. Once the sellers bid, the moderator NEGOTIATES with the
sellers for
a better price.
