Entirely possibly. Perhaps your ISP or their news server provider is
attempting to reduce the spam on the newsgroups by blocking cross posted
stuff. Would make sense as it would save server disk space for them and
might make the newsgroups more friendly to many of their users.

Probably the usual news server issues. Things seem to be ok on my
ATT/SBC/SNET/Yahoo/WhoeverTheHellTheyAreToday news server(s). I've had
days where the group goes empty mysteriously and all the previous
messages are never seen again. I've got a second news server available
and when one is hosed I can usually get stuff ok on the other.
