It would appear that the male taper on the chuck's arbor was
manufactured to a poor tolerance (China part, maybe).
The drill chuck taper may actually be a separate part. If it were
replaced with a quality arbor, your chuck would very likely stay
mounted, since the drill tapers stay mounted (the tapers of USA made
drills can generally be considered to be nearly perfect).
If it's not an integral feature of the chuck body, the chuck
shank-taper might be threaded into the chuck body, or even a separate
taper (JT33, for a common example). Maybe the owners manual will give a
description.
If you'll be using the drill press a lot, a good quality chuck would be
something to consider. In general, many drill presses intended for
consumers have very poorly manufactured chucks.
I thought you drill press didn't have a drawbar.
