continuing arguments, namely not clearly stating the meaning of
the words we use. Indeed, some of the meanings/nuances seem to
change within a paragraph if not within a sentence. For example,
is "education" a noun or a verb, a "product" or a "process"?

Some amplification about privatization of governmental functions:

Many governmental organizations and activities are unique and
differ fundamentally from private organizations in that these
must accept all applicants, regardless of their ability or
intention to pay.

You will never see the sign "We reserve the right to refuse
service to anyone" posted at a police station, fire station,
emergency room, or school. Police and fire department
dispatchers are not allowed to inform people submitting alarms or
calls for assistance, "sorry -- your area has been 'red-lined'
and we no longer dispatch units there."

Consider the problems that you would encounter into attempting to
run a manufacturing business if you had to accept all materials
delivered, regardless of quality or condition, and had to produce
acceptable product at a fixed price, the specifications of which
can be, and frequently are, unilaterally changed by the customer
at any time with little or no notice.

Consider the problems of running a restaurant, if you had to feed
anyone that walked up and said they were hungry, even if they had
no money, and would be displacing your paying customers.

This is exactly the situation of the public schools and public
hospitals, where the provision of services is mandated by federal
law, but no federal funds are provided.
