Looks like both wheels are plastic. Age and UV will often allow cracks
to form. Chances are the wheels are slightly crowned and there probably
never was a "tire" on them. What you see may be just built-up crud.

If it were mine, I would turn a set of aluminum wheels to replace the
plastic ones. The top wheel will need a bearing, of course, and the
ones in the plastic wheel may be reuseable.
