I don't think they can. There's actually a point where the sugar
concentration becomes so high that it inhibits bacteria. Other than
airborne bacteria just settling on the prime tabs (which shouldn't
happen wrapped in a bag) I don't think they can spoil or pickup an
infection.

Bacteria and wild yeasts will not grow on something as hard and as dry
as primetabs. The same rule applies to honey. Unless it's diluted,
it won't ferment.
