If you siphon from the top your reading will be low. If you siphon from
the bottom your reading will be high. I just wouldn't bother measuring
the OG with a hydrometer when doing partial boil extract batches. There's
really no need to. In an all grain batch, the OG will vary based on the
brewers efficiency. So every brewer will can get a different OG based on
the same recipe. This is not the case with extracts. There is no efficiency
that comes into play. In this case, every brewer should get the exact same
OG based on the recipe and batch size. You don't need to measure it.
