I *suspect that this is a note from the carrier (A...?, Route 18?)
The vertical black on the left is the new address, rather faint.
Perhap written by look-up clerk?
Red:
"Vease" ['look for him'[at]]
(The initial letter looked like Y at first, but that makes no sense.)
