This was discussed on the PCGS forum a few weeks ago and the consensus
of opinion was that it is under copyright and the person who posted it
for free did not have a right to do so. The text was scanned and then
OCR used but no one bothered to actually proofread the text to get
garbled passages out of the way.

If memory serves correctly it is posted from a non-U.S. internet site.
