Can you back this statement up with any facts?
If a coin in a first generation PCGS holder would up grade it would have
been resubmitted a long time ago.

Personally, no. But there are a few posts in RCC's archives where
PCGS's first-generation slabbed coins were cracked out and
resubmitted. The MS-63 to MS-65 example I provided was just one that
I remembered.
Also remember, grading standards have relaxed some between the 5th and
6th editions.
