First step:

Since you're using Outlook Express, go to Tools/Options, select the "Send" tab, and select "Plain Text" under "News Sending Format".

Second step:

On that same screen, click the "Plain Text Settings" button and make sure the "Automatically wrap text" value is set to a "reasonable" number. (72 is good).
