I'd suspect that your DNS has been hijacked so that paypal.com resolves
to something that isn't paypal at all. Do a tracert to paypal.com and
see what country it's in these days. I'm guessing you'll find it's
somewhere not in the US.
Now how can it be if logged in my Paypal account I find that it is
indeed
blocked?!...
Because ANY login to paypal would have worked. Log in to paypal with a
non-infested machine and change your password back, if you still have
any money left. THEN run antivirus scan on your windows PC and spyware
scan. AVG for antivirus, AdAware for spyware. You might not be able to
reach those sites either if you have the virus I think you have; it
knows about those tools and hijacks those DNS entries as well. Use the
traceroute trick to see where it resolves to.
Have anyone experienced the same problem?...
Should I proceed and give them my full credit card number which of

they already have on file?...
Of course not.
Should I send the fax they are asking to send?...
google for the phone number they're asking for, it may be quite
informative. And when you find that your OS has been compromised
leading you ->.<- THIS close to having your finances sabotaged, consider
that any OS other than Windows would not have allowed such a thing.
It's probably legit, I just googled and found that the fax they require me
to send the info they are asking is legit and belongs indeed to Paypal.
So no way my ID/address/etc will go to a fraudster but I still can't
understand what triggered this Paypal action!
Now I have to pay 3 sellers and I don't know what to do, they will
probably think I am trying to not pay them!
I talked to them and they said it's legit!
I've faxed them the info they required and in just 10 minutes it was in
their system!
After that I performed the other 2 changes (password and secret question)
and instantly my account was reinstated!
After that I looked at the dispute I had filed with them and I saw that my
action (faxing them) was introduced there as "buyer supplied requested
info"!
I can't see in what my ID and utility bill will help them with my dispute
(actually
already a claim...) but from this I understand that it's a standard
procedure
for them when a dispute is escalated to a claim...
Now, why should I pass through this, just because I was defrauded...I can't
say but hey, that's Paypal, isn't it?;-)
