The buyer and the seller can mutually agree to cancel the transaction -
look in "My eBay" and you can get your fees back - no problem.
If you are both in the USA then there is no good reason for him NOT to
have a confirmed PayPal address, IMHO.
I've got a scenerio for you to consider. I'm at work, we have a
receiving department here who can sign for packages. Some days there
isn't anyone at home to sign for a package if it requires that, or just
to get it from the mailbox if it's just a delivery. So I prefer to have
things sent to me at work, which _isn't_ my paypal verified address.
The question hasn't come up as a problem before, but if it did, I'd give
the seller the option to either have me pay by another method, or to
cancel my order, or to ship to my house if they can get it there on a
day someone will be home. Like I said it hasn't been a problem; at
least 3 people here have sent me coins or bullion at work and it works
out just fine. But, it _is_ an example of a shipment going to other
than a certified paypal address. Note that it _is_ my address of record
on paypal's site, it's just not certified. So it's not like I'm saying
"I know paypal says I'm in Wisconsin, but ship it to this dropbox in
California" or something, which is an entirely different situation.
So, if I bought something from you, and you didn't want to risk it, I'd
be fine with that and offer to pay a different way, and so on. I don't
see that as a particular problem, as long as things are understood ahead
of time. After things close, changing the agreement is where it can get
sticky if someone wants to be a problem.
