An ISSN is assigned to a serial--as the Library of Congress defines them: "magazines, newspapers, annuals (such as reports, yearbooks, and directories), journals, memoirs, proceedings, transactions of societies, and mongraphic series"--and the ISSN applies to the entire run.

An ISBN, on the other hand, is for a specific edition of a publication, and one can be assigned to a particular number or issue of a serial; this is sometimes done for "book-like" periodicals or special issues that might be indexed/shelved in a bookstore with the books rather than the periodicals.
