Makes sense to me. We throw away too much plastic out of convenience

Most of it gets burned in the waste to energy plant here. That seems
reasonable to me. It makes more sense than trucking it 1500 miles to a
plastic recycling plant. Same with recycle paper.

Here it seems that most of them are used to decorate the surface of
the Anacostia River.


John doesn't spend much time on the Anacostia, but he does know a lot of
black people live in an impoverished part of DC called Anacostia, and it
borders the river. Thus, this is a way for Herring to express his racism
without actually mentioning black people. It's what is called "closet
racism."

Significant efforts have been underway for a couple of years to rid the
Anacostia River area of trash. Perhaps these efforts will keep the
racist Herring trash out of the river, too.
