I'm not sure about the Chesapeake, but I use them all the time
depending on water conditions and whether I can work a drift without
them.
There are times when a downrigger works better than any other method
including the old shock cord trick. - in particular if you are working
a specific depth or have a varying thermocline. It's a win win
situation, but it takes extra attention to work properly - you
constantly have to adjust to conditions.
On the Contender, I had electric downriggers which I could control
from the console. The sonar was sensitive enough to pickup the wire
and ball and you could actually work a thermocline around variable
bottom keeping the lure in an exact position relative to the
temperature and bottom contours.
I've used downriggers in as little as 30 feet of water and in 600 feet
of water.
I love 'em.
