OT: A weird power generation idea

Maybe I've been thinking about hurricanes too much but:
Hurricanes are powewred by the release of energy stored in water vapor
as latent heat. Water vapor can store a huge amount of energy even
though the temp increase may be small. Condesning the vapor releases
that energy. So......
In a place like Fl where the atmosphere even at considerabel altitude
can have very high relative humidity, raise a very tall hollow
cylinder, basically a smokestack in reverse. It could just be fabric
lifted by balloons. A few hundred feet below the top opening, we have
cooling coils through which we pump cool seawater. This condenses
water vapor that then falls as rain within the tube turning a turbine
at the bottom. The flow of air down the tube sucks more air in like a
smokestack in reverse.
Maybe I've just worked too much this week.
