Nobody said it was. First thing in the morning and after every refueling. The times when it is most likely to be needed.

The point isn't that a checklist exists or not, but that the sampler is accessible enough to check in a few seconds.

I don't know about you, but though my tank's pretty accessible as these things go, I'd be unlikely to crawl back to check it regularly enough for safety. Many tanks simply can't be checked.

I would love to have a water trap in our tank, as well as a visual sight gauge, but I have to agree with the ABYC that the bottom of a fuel tank should not have such an easy point of failure that could cause a catastrophe.
