I see this behavior frequently in robins, cardinals, doves, and hummingbirds. I think it might encourage parasites to leave.

Nah, according to my vet, it's a sun bath, pure and simple. He explained that birds are like humans, in the sense that their bodies need UV to sythesize vitamin D. The feathers on their back are too dense for sunlight to reach skin. Hence the weird postures that expose the neck and breast.
