This is a very tall order. I know of no place that meets all of your
criteria. There are used binoculars available on places like EBay, as
has been pointed out, but unless there is something wrong with them,
returns are going to be a big problem. Occasionally big sporting
goods outfits, like Cabellas, will have used binoculars available
but that will be on a store-by-store basis. Another place is through
the ABA (American Birding Association) - you might try them
as people advertise used binoculars in their publication "Winging
It". People also sometimes advertise used optics on the list
"Bird Chat" http://www.birdingonthe.net/mailinglists/CHAT.html
but returns again will probably not be accepted.

I'm not sure why you want to go the used route, as there are many
good 8x42 roofs out on the market now for very reasonable prices.
