Rubber cement will not work.  However, I never found a Wolber that I
liked, but good tubulars were put together with latex solution that
was readily available from Jiffytex, a brand no longer available as I
can determine.  Clement Tubulars, and others, were made entirely with
liquid latex.  The best I could find on the web was:

If your tires are still flexible and the tubes hold air, I suppose
they could be rejuvenated with liquid latex.

Thanks, I have a friend who is still tubulars-only and who has seen
one or more supplies of liquid latex um, dry up.

I understand not liking Wobblers but back in the day, during the Great
Search for the Good and Cheap Tubular Bicycle Tire, we did see one
(maybe a pair of) Wolber tire(s) that was at least verging on Good.
