In heavy rain, there is a delay before any braking happens with any pads, be
they Kool Stop or Campag. They work ok once the bulk of the water has been
wiped from the rim.

I got more of that more often with Campag pads. I rarely find anything
embedded in my Kool Stops. That's the main reason I prefer them to anything
else.
No kidding. I've run KS black standards in the most brutal of ice
biking conditions and in rain and slop--and it's extremely rare to get
embeds. I've run my current set of Eagle IIs since Xmas and they're
silent. If KS pads aren't available, my next favorite is the cheap
Tektro blacks that come with their vees and the Oryx cantis. Usually
$5/set. They might pick up something monthly. Shimano and Avid aren't
even in the same league. Avid "Rim Wrangler" are probably the absoute
worst brake pads sold for real money. They usually get grit every ten
miles or less.
