They sure do! They try funny shaped chainrings, cogs made of
different materials, chains with holes in each sideplate, seat tubes
split in two to reduce wheelbase, pedals whose top surfaces are in
line with the axis of rotation, derailleurs lighter than anything on
the market today...
And yes, some of that stuff is abandoned later. IOW, the people that
try them ultimately say "Yep, this advantage is negligible."
But note, if we could put you back in time, your position would be
that racers had to use Biopace chainrings. Or perhaps Shimano AX
pedals. Or perhaps drilled brake levers. Because the advantages, at
the time, were obvious. And they couldn't be negligible!

Given the fairing on that 1909 bike, the wire circles (clearest on the
front wheel) would seem to be some aerodynamic scheme.
The circles were still in use over 40 years later on a fast tandem:

There you can see that there are two wire hoops in each wheel.
Maybe it was for strength, not for aerodynamics? The faired bike is
heavy, and the tandem obviously puts more load on the wheels.
I'd love to find out that the hoops somehow gave a speed advantage and
were outlawed by the UCI.
