The most economical solution might be to find a downtube shifter that
will pull more cable.

I would have thought that (rotation stop) was determined by the frame
(?), though as it is, the lever looks to be approaching about 150
degrees. The other possibility would be that if a different lever
with the same amount of rotation wrapped the cable with a larger
radius.

Or get Dura-Ace 9-speed DT shifters and a 9-speed rear wheel and
you'll have index shifting.

That looks interesting. I am fine with down tube shifters. How is
that one in index config? Is it ratcheting? (back/forth, back/
forth,...)
