Really?  I keep hearing people say that 8 speed is doomed, but all the
online sources have good selections of cassettes and chains (which are
much cheaper than 9 speed), Shimano just introduced a new 8-speed
shifter (ST-2200, which appears to be the same thing as 8-speed Sora
painted black), and the bike stores are full of 8-speed equipped
bikes.  Based on my (albeit limited) observations, I'd say 8-speed is
actually better supported than 9-speed.

For hybrids and town bikes for sure, but you'd be hard pressed to find
an 8 speed drop bar bike in a bike shop these days. It's the shifter
that's the issue, road bikes are 9 at the entry level and 10 when you
get to the more expensive bikes.

Not the case from what I've seen. I saw several new 8-speed road
bikes (Trek and Schwinn) in stores today. Also, there are tons of
after-market 8-speed cassettes (e.g., Nashbar house brand, SunRace,
SRAM) with a bigger selection of gear ranges than 9-speed, often for
less than $20. 8-speed chains are widely available for $10.
Everything 9-speed is more expensive, and the cassette selection looks
worse to me. I upgraded a bike from 7-speed Suntour to 8-speed
Shimano (bar ends) a couple of years ago. Every time I think of
"upgrading" again, I look at cassette and chain prices and stand pat.
To speak to the OP's question, I'd say go for a 700c, freehub wheel
and an 8-speed cassette, and you'll be riding for a years with no
worries. You might even luck out with frame spacing and find that you
"126" mm frame is actually bigger than that and can take a 130 mm hub
without even having to be respaced (that's what happened with my
bike).
