I _think_ that the idea is that yes, deep low-count rims are stiffer.
Stiffer radially, which they must be because they have a greater unsupported span. Not necessarily stiffer in buckle.
er, if they have a bigger section area, as they will be by being radially stiffer, they are stiffer in buckle mode too. moment of inertia.
