if you're moving the lever around and the cable isn't being pulled
into the different positions, then nope it's not working.
try lubing it with a silicone spray lube. get some worked in
everywhere you can and let it soak in a bit, and help it along by
moving the lever. a lot of the time they're just gummed up. but it
could be broken, too.
