The fact that almost all bolts are rolled suggests that the 'additional
cost' is negative, ie is in fact a saving.
Cut threads are typically used in cases where a machine shop needs
something one of a kind done, because rolling only becomes economical with
much larger runs.
Given that this thread was in fact talking about a one-off machine-shop
modification to a brake bolt, that fits remarkably well.
