28 hole rim with 32 hole hub

Hello:
Is it possible to build a reasonably strong wheelset using 28 hole rims with Ultegra 32 hole hubs? What lacing pattern would be best?
Likewise, 28 hole rims with 36 spoke campagnolo hubs??
