Actually, I am not completely comfortable with the notion of targeted
testing. I would feel a lot better if there was some organism
supervising under which conditions a rider gets added to, and possibly
removed from, the *** list.

The "biological passport" is another thing that in theory sounds like a
good idea, but then reliably identifying "odd variations" is in my
opinion more difficult than detecting a specific product. Maybe they
plan to use it the way they used the 50% hematocrit rule: the rider is
prevented from competing for a few weeks "for health reasons". That
rule was never really challenged because it was not presented as a
sanction (of course, nobody is fooled).
