This makes no sense. It's the same as saying that every time a
pedestrian is hit by a car it's the drivers fault.

That's a bogus analogy.

Gun safety and car safety operate by different rules in this society.
If you are driving a car down the street and you see a pedestrian
standing on a corner ahead of you, or a bicyclist ahead of you,
you are not required to stop. If the ped or cyclist makes a sudden
moveor jump in front of you, you are required to make every effort to
stop, but if you hit them even after taking every reasonable
precaution, it's usually considered not your fault.

Now, if you are hunting or at a firing range or something, and
there's a person downrange but not in your direct line of fire,
you are required to hold your fire. You don't get to keep shooting
and hope they don't make any sudden moves. And if you _don't
know_ whether the range is clear, you are also required to hold
your fire.

Maybe this is overly restrictive. After all, cars kill more people
than guns. If so, I suggest you talk to the NRA, hunters'
organizations, and the Boy Scouts about revising their instructional
materials.

Ben, as you said, there's NEVER any excuse for shooting a person by
accident. Period. If the terrain is dangerous/slippery you have the
weapon closed on an empty chamber with the safety on. Crossing a fence
or obstacle, same thing or unload. If there are two of you, one goes
across unarmed, then you pass the weapons and cross. When someone is
away from the party, or downrange on the firing line NO ONE FIRES for
any reason and the weapons are kept in a safe condition and direction.
I could go on and on, on this but it's a waste of breath because
Cheney's actions are totally indefensible and irresponsible.
There are a million possible excuse to be made, but it comes down to
the fact that he pointed his weapon in an unsafe direction and chose to
fire it, thereby shooting his companion. What part of that sequence of
events was out of his control?
The weapon was loaded with a round in the chamber under the firing
pin, the safety was off or he took it off, he chose the direction it
was pointed, he pulled the trigger. Every single step was by his
choice.
