You are quite correct. Renting a car for the occasional trip is surprisingly affordable, compared to, say, $500 a month in car payments and $100 a month in insurance.

Come to WI.  We pay $60 a month on an '04 Prius.

It certainly is possible to live without a car.  You simply
have to make choices that make it possible.  Those choices
will affect other aspects of your life.

Seems pretty straightforward to me.
